Following the directives of the Ho Chi Minh City People’s Committee on resolving obstacles at HODECO’s projects, the Inspectorate of Ho Chi Minh City has presided over, reviewed, and urged relevant agencies to focus on handling each outstanding issue. During this process, the HCMC Department of Agriculture and Environment, the HCMC Department of Construction, along with various departments, sectors, and local authorities, have actively coordinated to resolve matters within their jurisdiction.
As a result, long-standing bottlenecks spanning many years have been gradually removed, creating concrete progress across projects and establishing a foundation for HODECO to continue finalizing procedures and accelerating implementation speed.
Deduction of Hundreds of Billions of VND in Land Use Fees Across Two Major Projects
At The Light City project, HODECO has been granted a Phase 1 land use fee deduction amounting to VND 149,345,918,412.

For the Housing Area West of Route 3/2 project, the Company received a deduction of VND 52,644,031,252, thereby fully completing the project’s financial obligations.
Notably, the parallel access road along the canal bank adjacent to the West 3/2 project has been approved for investment as a public project. Currently, construction permit procedures are underway, with construction scheduled to commence in 2027, contributing to the completion of connecting infrastructure for the area.

Ngoc Tuoc Hill Project: Resolving Years-Long Bottlenecks
On July 3, 2026, HODECO completed procedures for offsetting and paying land use fees for a 900 m² land plot at the Ngoc Tuoc Hill project. Concurrently, the multi-year bottleneck regarding the land lot belonging to the Southern Construction Industry Nursing and Rehabilitation Center was resolved. Site clearance was handed over for construction to complete the project’s internal transportation road.
Ecotown Phu My: Schedule Extension and Ongoing Land Procedure Finalization
The Ecotown Phu My project has been granted an official implementation schedule extension. Regarding the area of approximately 700 m² consisting of pathways connecting to public traffic managed by the State, and 256.5 m² overlapping with local residents’ plots, HODECO is continuing land allocation procedures and the issuance of Land Use Right Certificates (LURCs) once related matters are processed.
East 3/2 and Phu My Social Housing: Clear Directions Established
At the East 3/2 Housing Area (HODECO Seavillage), relevant authorities have agreed on a resolution path for 1/500 detailed planning issues. The Rach Dua Ward People’s Committee is currently adjusting the localized zonal planning. Upon completion, provincial departments and sectors will guide HODECO through investment procedures for project execution.

For the HODECO Phu My Social Housing Project, the HCMC Inspectorate, the Department of Finance, and the Department of Construction have agreed on a plan to adjust the investment policy based on actual site handover progress.
