The construction of horizontal routes in the North of Vung Tau Airport (from Ward 9 to Ward 12) is very necessary to reduce the pressure on traffic flow in the vertical route. However, up to now, many horizontal routes in the area have not been invested due to lack of capital.
Hang Dieu road project was approved by the provincial People's Committee in Decision No. 2215 / QD-UBND on October 18, 2012 with a total length of 2.1km, total investment capital of VND384.5 billion and the period of constructing is from 2016 to 2020. Similarly, the Cau Chay road project was approved by the provincial People's Committee in 2012, with a total length of 2.1 km, total investment capital of VND414 billion. However, after 6 years since they were approved, the two projects have not been implemented because they have not been allocated the capital.
Hang Street is one of the important horizontal routes, serving people's needs and socio-economic development. However, it has not been upgraded or expanded yet.
In addition to the newly built urban traffic routes, existing horizontal roads such as Luu Chi Hieu and No Trang Long ... have not been invested, upgraded and repaired. Therefore, they are damaged, causing difficulties for the people's travel and the risk of causing traffic accidents. Typically, Hong Chi Hieu Street is very narrow, there are many potholes, there is no drainage system, so when it rains, it is flooded, badly affecting the people's life.
Luu Chi Hieu street has been degraded, the road bed is too small, making it difficult for people to travel.
At present, there are 24 horizontal roads in the North of Vung Tau Airport which need to be upgraded and expanded, with the total cost of 3,000 billion VND. However, uo to now, only some routes such as: Le Quang Dinh (section 30-4 to the Tien Harbor), D4, D5 have been completed; Nguyen Huu Canh road has been constructed 90% of the volume and expected to be completed by the end of this year; Ngo Quyen road just achieve 50% of volume; No Trang Long road is newly constructed and has 300m upgraded . In 2018, the province's investment budget allocated to Vung Tau City is VND449 billion, of which VND66.5 billion is allocated for investment in roads. This capital does not meet the demand for investment in roads in the North of the airport.
According to the People's Committee of Vung Tau City, crossroads in the Northern Airport area are important crossroads in planning, creating a smooth traffic network between the East and the West, reducing traffic flow in Vung Tau city center. Therefore, the delay in investment construction not only affects people's lives, but also the social-economic development of the city. However, due to the large investment capital, the City People's Committee will seperate the investment. Accordingly, from now to 2020, to solve the travel demand of people and create a smooth traffic network between the East and West of the city, Vung Tau City will invest in the main routes first. With other routes, the city will recommend the province to allocate capital for investment in the following years.
Talking about this issue, Quach Tien Dao, Deputy Director of Construction Investment Management Board 1, Vung Tau City, said that in the near future, the city will invest in important roads such as Hang Do, Cau Chay 2, A3 Road, A4, Rach Ba 1, Binh Gia.
